Write a local business software brief
Define the customer group, source systems and observable result before estimating a local software project.
Define the work
Write one concrete workflow with its current input, decision and output. Identify who uses it and what a successful result looks like. Geographic scope belongs in the brief when it changes the data or service requirements.
Use geography carefully
County population and land area help describe the place. They do not count qualified buyers or establish demand. Keep the Census source date and FIPS identifier alongside any assumption that uses those facts.
Choose a first deliverable
A small initial scope makes the result easier to verify. Name the necessary systems, the acceptance checks and the handoff owner. Link to relevant tools only where they fit the actual workflow.
